Professional Development (PD) Days

The Financial Management Institute of Canada (FMI) Capital Chapter is a professional organization that serves financial and other officers and managers with financial responsibilities from the federal, provincial and municipal levels of government as well as private sector firms providing services to government. The FMI Capital Chapter is dedicated to providing high quality professional development opportunities at a reasonable cost.
Each of the Capital Chapter’s Professional Development Days will focus on developing your understanding of how the various pieces of the puzzle fit together in the stewardship and accountability paradigm.
Attendance at our PD Days is open to everyone who has a vested interest in continued progress towards professionalism and excellence in the management of public funds. We all have a stake in this agenda.
For an annual membership fee of $36.75 (including Tax) members receive the quarterly fmi journal as well as discounts at FMI events.
The FMI Capital Chapter membership year is 1 July to 30 June. Complete details of each event will be sent electronically to members, previous attendees and posted on the FMI Capital Chapter web site at www.fmi-cc.ca along with the registration form. FMI Capital Chapter PD Days may be used to meet the mandatory continuing education requirements of most professional associations (e.g. CGA, CMA, CA).
This year’s series of PD Days is designed to support the financial community from both a professional and career development perspective. We look forward to seeing many of you at our events throughout the upcoming year.

PD Days Season Opener and Annual General Meeting

Our annual FREE Season Opener is an opportunity to participate in the Annual General Meeting chaired by Gail Somers, President, FMI Capital Chapter. Find out how the Capital Chapter is doing financially, meet the Board of Directors and Program Committee Members and hear about the 2010/2011 Calendar of Events. A Keynote Speaker will provide a view from the centre on the theme of Stewardship and Accountability. An opportunity to network with colleagues from other departments will follow. Stewardship and
Accountability – the Evolving Environment

The goal of this first session is to discuss stewardship and accountability from the perspective of Parliament, Central Agencies and Departments. Participants will learn how RPP/DPRs and Public Accounts enhance account-ability to Parliament. They will also hear a departmental perspective and learn about best practices in internal reporting for decision making. The day will include a discussion of the impact of the Financial Accountability Act, the Management Accountability Framework and the role of the Office of the Auditor General in promoting accountability in government.
How Government Works

In this session we will examine the roles and responsibilities of departments, the PMO/PCO, Department of Finance and the Treasury Board Secretariat. The day will focus on developing the government’s agenda through the Speech from the Throne and the Federal Budget and on translating government priorities into action thru Memoranda to Cabinet and Treasury Board submissions. Another important aspect of the machinery of government is effective reporting to Parliamentary commit-tees. The day will end with a discussion of the Deputy Minister as Accounting Officer and the evolving role of the Chief Financial Officer.
Demystifying the preparation of Treasury Board Submissions

Picking up on the theme of translating government priorities into action, this session will talk about the technical side of preparing Treasury Board Submissions, with expertise from departments and Treasury Board Secretariat. The second part of the day will focus on consultation and navigating a submission through PCO, Department of Finance, other departments and Treasury Board Secretariat. Finally a discussion of best practices to make CFO certification work, will give you an opportunity to hear the views of a current CFO involved in the process.
Career path – FI to CFO - How to prepare

This session will be of particular interest to new FIs as well as those at the mid-point in their careers. Subjects that will be covered include the importance of achieving certification, the career path model, the skills and experience you need to develop in the areas of Accounting Operations, Planning and Advisory Services, Financial Systems and Financial Reporting. Finally you will receive advice on how to build your cv and present yourself effectively throughout the selection process.
Internal Audit and Program Evaluation

The goal of this day is to close the loop on the theme of stewardship and accountability through an exploration of the new frontiers in Internal Audit and Program Evaluation. The challenges in developing the internal audit and evaluation functions in departments will be discussed. The session will be built around building an effective risk management and control framework. Of particular importance is the role of financial officers and internal auditors in supporting management in the development of a risk management profile and implementing effective risk management techniques. The second part of the day will deal with Program Evaluation and what it means. A panel discussion on the question of “Is the Chief Audit Executive also the Chief Risk Officer in the Department?” will close off the day.

This professional development day will focus on the challenges faced by the financial management com-munity in the wake of recent Federal Budgets, where restraint and expenditure management are key themes. Furthermore, how will we deal with these issues when our ranks are thinning? A Statistics Canada report stated that as of March 2007, 8% of public servants were eligible to retire without penalty and that within the next five years one-quarter of the existing workforce could retire. The Capital Chapter started a new tradition in 2008 – our Social Meet and Greet. This NO CHARGE event is intended to show our gratitude and appreciation for your continued patronage and support. Join the Board of Directors and your friends and colleagues for an after-noon (3:30 – 6 p.m.) of networking and refreshments as we celebrate Year-End and another successful program year. A keynote speaker will wrap up with a brief over-view of the year in review.
